With 5 cards (min 10 rounds each):
SLVL 1 => SLVL 3  (50 rounds) => SLVL 4 (min 1 lucky jump)

Per Agnesi's post it is not "just because" - it is due to any card fed being treated as if it has at least 10 skill rounds. Level 3 is reached at 35 rounds and level 4 at 85 rounds.
Yes, I think you're correct. Though, I believe the best thing to do if you're not getting feeders quickly is to feed 5 BH, then 10 feeders, skill 9 guaranteed.
